On September 3, the State Emergency Service of Ukraine hosted a working meeting of the representatives of the Rescue Service with representatives of the Ministry of Finance of Ukraine with the participation of an international expert of the National Academy of Economics and Finance of the Ministry of Finance of the Kingdom of the Netherlands Manfred van Kesteren. on the introduction of a pilot project of efficiency audit based on the SES of Ukraine.
The meeting was chaired by Mykola Ilchenko, the Deputy Head of the State Emergency Service of Ukraine. He noted that today a working group has been created to implement the organization of internal audit in the structure of the SES, as well as to optimize the main work processes. In addition, working groups on the organization of internal control are established in each territorial subdivision of the SES and are called upon not only to consider the results of work in this direction, but also to form ways that would allow to correct certain shortcomings.
In particular, he said that in October 2020 it is planned to conduct an audit on "Evaluation of the effectiveness of medical care for ordinary and senior staff of the Civil Protection Service by medical units of the SES".
"We understand that the better the medical institutions of the SES work through the prism of financing, the more efficiently the SES system itself will work, because the health of the rescuer is the most important thing. Therefore, we want to find out how effectively the funds are used, in particular, at the locations of the units", - the Deputy Head emphasized. - "The experience we will gain from this work should be clearly disseminated to other audit activities and other institutions".
In turn, Manfred van Kesteren noted that the experience of cooperation between the Ministry of Finance of the Kingdom of the Netherlands and the State Emergency Service of Ukraine is not a one-time.
"The program of our cooperation with the Ministry of Finance of Ukraine for 2020 included such an event as assistance to the Ukrainian institution in conducting a pilot efficiency audit, or IT audit."
As a result of the working meeting, the participants agreed on active cooperation and mutual assistance in the implementation of a pilot efficiency audit based on the SES of Ukraine.
