On December 1, a presentation of the project “Joint Protection of People and Environment through the Creation of Ukrainian-Polish Disaster Prevention and Response System in the Carpathian Euroregion” took place in Plavia Village of Skole District.
A Deputy Head of the State Emergency Service of Ukraine Ruslan Biloshytskyi, Head of Lviv Regional Council, Head of the Association of Local Authorities of the Euroregion Carpathians – Ukraine Oleksandr Hanushchyn, Executive Director of the Association Halyna Lytvyn and the heads of regional departments of the SESU of Lviv, Zakarpattia and Ivano-Frankivsk oblasts took part in the conference. The Executive Director of the Association Euroregion Carpathians – Ukraine Halyna Lytvyn said that implementation of the project will take place over two years in order to improve the security situation in the Carpathians and to provide the logistics to the rescue units of Lviv, Zakarpattia and Ivano-Frankivsk oblasts. Ruslan Biloshytskyi congratulated the colleagues on the beginning of a new and interesting work, and emphasized that thanks to the project, the rescuers will be able to increase the level of professional skills, share experiences with Polish fire-fighters, and above all, it will give the opportunity to enhance the security of the population and prevent the disasters in the Carpathian region, which has its own specifics.
The Ukrainian Carpathians are now a tourist center, and therefore the rescuers should be prepared to provide the necessary assistance in case of an emergency quickly and on high quality level. The rescuers from Lviv, Ivano-Frankivsk and Zakarpattia oblasts will be able to coordinate their actions, help and guarantee the security of the whole region.
The project “Joint Protection of People and Environment through the Creation of Ukrainian-Polish Disaster Prevention and Response System in the Carpathian Euroregion” is being implemented with the financial support of the European Union within the framework of the Program of Cross-Border Cooperation Poland-Belarus-Ukraine 2014-2020.
The Program of Cross-Border Cooperation Poland-Belarus-Ukraine has been supporting the development processes on the border area of Poland, Belarus and Ukraine for already 15 years by financing various projects. All projects funded under the Poland-Belarus-Ukraine Programme are non-profit and contribute to improving the quality of life of the people of eastern Poland and western Ukraine and Belarus.
In the project period 2014-2020 the Program operates within the framework of the European neighbourhood, which supports sustainable development in the territory of the external borders of the EU, helps to align the level of life of the residents and solves the common problems across the borders.
The project is jointly implement by: the Association of Local Authorities of the Euroregion Carpathians – Ukraine (main partner), the Main Department of the SES of Ukraine in Lviv Oblast, the Department of the SES of Ukraine in Ivano-Frankivsk Oblast, the Department of the SES of Ukraine in Zakarpattia Oblast and Voivodeship Commandant’s Office of the State Fire Service in Rzeszów, Poland.
The aim of the project is to increase the level of security in the Carpathian region by strengthening the capacity of regional services, fire protection and emergency situations, reducing the time of disaster response in the mountainous areas.
The project is the only thematic objective “Security”, which proposes a joint solution of emergency response problems in four Carpathian regions at once.
Within the project it is planned to purchase 11 fire vehicles and complete sets of fire-resistant gear, 3 vans for regional departments of the SES of Ukraine in Lviv, Zakarpattia and Ivano-Frankivsk oblasts, joint trainings for staff of fire-rescue units of the Carpathian areas, construction of premises for educational training of firefighters with simulated real-life conditions of emergency situations in Rzeszów and the development of joint strategies for the prevention and response in our oblasts.
