"Participation in the regional seminar on the coordination of international emergency relief operations allowed to deepen knowledge and practical skills in coordinating the work of international search and rescue teams during the elimination of the consequences of major emergencies," said the head of the International Cooperation Division of the State Enterprise "Mobile Rescue Center of the Ukrainian SESU "Oleksandr Lyubich, informing about the event, which took place within the EU program PPRD East 2 in Snekkersten, Denmark, July 2-6, 2018.
According to him, the seminar was aimed at improving the skills of establishing effective communication between international PRKs during the elimination of the consequences of emergencies, as well as the joint operation of search and rescue teams from different countries at workplaces.
The participants familiarized themselves with the EU Civil Protection Mechanism, the procedure for its activation and the role of the Emergency Response Coordination Center (ERCC).
Much attention was paid to the peculiarities of the establishment and functions of the OSOCC, the Center for Research Data Centre (RDC), as well as within the framework of the OSOCC, the UCC's Coordination Center for Search and Rescue (UCC). The workshop also included the use of the Virtual OSOCC Web site (VOSOCC) and the interaction between the Local Emergency Management (LEMA) and the OSOCC.
A characteristic feature of the event is the balance of the theoretical and practical parts of the workshop. After all, the course program, in addition to lectures and presentations, included discussions on specific issues, tactical coordination exercises, work on mistakes and the exchange of best practices, said a representative of the Mobile Rescue Center.
This event will become another significant part of the process of preparing a search and rescue team of the heavy class for search and rescue in the conditions of the city of the State Enterprise "Mobile Rescue Center of the SES of Ukraine" for re-certification in the system of the International Search and Rescue Advisory Group (INSARAG ) in the city , which should take place in September 2019, noted Alexander Lyubich.
The seminar was attended by 24 representatives of search and rescue teams from Azerbaijan, Belarus, Armenia, Georgia, Moldova and Ukraine. The Ukrainian delegation also included the head of the procurement department, humanitarian aid and real estate management of the Department of Resource Supply of the SES of Ukraine Dmytro Smirnov, the Deputy Head of the Interregional Operational Response Center of the SES of Ukraine on Yaroslav Shkursky and a specialist of the International Cooperation Division of the State Enterprise "Mobile Rescue Center of the SES of Ukraine" Irina Haskevich.
