On February 6, in Kyiv, with the participation of Deputy Minister of Information Policy of Ukraine Dmytro Zolotukhin, Head of the SES of Ukraine Mykola Chechotkin and representatives of telecommunication operators of Ukraine, was signed a Memorandum of Cooperation.
The main objective of the document is to cooperate in the implementation of joint measures for the reconstruction and technical modernization of the existing notification system, bringing it in line with the requirements of world standards at the state, regional and local levels, using the latest information and telecommunication technologies and changes that have taken place in society.
The head of the service, Mykola Chechotkin, noted that today there is no need to once again remind the expediency and importance of this event, as the current notification system is outdated and needs to be modernized.
"Everyone knows the ancient Latin saying: forewarned is forearmed. Realizing this, the Government of Ukraine is taking measures to introduce a modern and effective system of alerting the population in the State. Last year, the Regulations on the organization of alert for emergencies were approved, which defined the main principles of functioning in the State of the system of notification. At the beginning of 2018, the Concept of Development, which envisages up to 2023 modernization of the notification system in Ukraine with the use of the latest information and telecommunication technologies, was approved. And today's event is one of the first steps towards the implementation of these tasks, "said Mykola Chechotkin.
In turn, Deputy Minister of Information Policy of Ukraine Dmitry Zolotukhin noted that the system of national alert, which cares for SES is one of the elements of strategic approaches to crisis communications in the country.
"A great job was done civil service of emergencies. Starting agreement with mobile operators technological issues, ending the legal aspects. And today we will present a peculiar stage that we have gone through. This memorandum of understanding between government agencies and mobile operators on security issues, particularly those relating to alert the public about natural disasters and emergencies, "- said Dmitry Zolotukhin.
The chairman of the SESU also said that in conditions of decentralization in the country, the initial stage of implementation of local notification systems can become united territorial communities.
"By conducting joint training and training in the system of civil protection, some territorial communities are already introducing systems that provide information to the population on the territory of communities about the threat or emergence of emergencies," said Mykola Chechotkin.
The Head of the Service thanked the representatives of mobile operators for active civic stance, the Ministry of Information Policy for assisting in the implementation of such important tasks for the Government, and expressed his hope for further fruitful cooperation.
